West Hempstead is not the Village of Hempstead, and that distinction can decide your case.
West Hempstead is an unincorporated hamlet within the Town of Hempstead. It has no village government and no village police force — policing is by Nassau County PD. The Village of Hempstead next door is a separate incorporated municipality with its own police department and its own legal identity.
Two adjacent places, nearly the same name, different defendants. Serve a notice of claim on the wrong one inside the 90 days and you have preserved nothing.

Because West Hempstead has no village government, a claim involving public property or a public vehicle runs against the Town of Hempstead, Nassau County, or the State — and which one depends on the road.
Nobody standing at the roadside knows which category they are in. That is precisely why these determinations should be made quickly rather than at leisure.
Hempstead Turnpike runs along the northern edge — a wide, high-volume arterial with commercial frontage on both sides and long distances between signalised crossings, which is a combination that reliably produces serious pedestrian and turning collisions.
Nassau Boulevard and Woodfield Road carry the local traffic, Hempstead Avenue links through to the village, and the West Hempstead LIRR station concentrates commuters on foot at fixed times. The residential grid around Halls Pond Park and Echo Park is quieter but has the usual suburban hazards — driveway pull-outs, school-hour traffic, and uneven footways.
